Most likely, your house was wired before RCD protection became a requirement, and the original circuits have never been substantially changed. Newer electrical standards do not automatically require every unchanged part of an existing home to be upgraded.

That explains why RCDs may be missing, but it does not mean they are unimportant. RCD protection is a significant safety improvement worth considering as part of your home’s wider electrical foundation.

Your home may pre-date the RCD requirements

An RCD, or residual current device, monitors the electricity flowing through a circuit. If some of that current begins leaking to earth, potentially through a damaged appliance, cable or person, the RCD disconnects the supply very quickly.

WorkSafe’s homeowner wiring code records that, from 1 January 2003, new domestic electrical installations were required to have RCD protection for lighting and socket-outlet circuits. It also required new circuits added to existing homes to be protected. Homes wired before that date may have no RCDs, or perhaps only an RCD incorporated into a bathroom or laundry power point. This is particularly relevant in Dunedin, where many well-maintained homes still have electrical systems dating from several different periods.

Why hasn’t later electrical work added them?

Electrical work does not always involve changing the circuits at the switchboard.

Replacing a damaged socket, light fitting or switch may be maintenance rather than a wider alteration. A new circuit supplying lighting or socket outlets generally requires RCD protection, but that does not necessarily mean every older, unchanged circuit must be upgraded at the same time. WorkSafe’s current regulatory guidance confirms that unchanged parts of an existing installation are not automatically required to be brought up to a newly cited standard. This can leave a home with a mixture of protection. One newer circuit may have an RCD or RCBO, while older circuits remain on fuses or conventional circuit breakers.

A fuse or circuit breaker is not an RCD

Fuses and circuit breakers primarily protect wiring from excessive current caused by an overload or short circuit. They remain important, but they are not a substitute for RCD protection against current leaking to earth.

At the switchboard, an RCD will normally have a button marked “Test” or “T”. An RCBO also has a test button and combines residual-current protection with the overcurrent protection provided by a circuit breaker.

Some older homes have an RCD built into a power point instead. This may protect only that outlet and, depending on how it was wired, some outlets downstream. Its presence does not necessarily mean the whole house is protected.

WorkSafe’s current homeowner guidance explains that new domestic lighting and socket-outlet circuits originating at the switchboard require RCD protection.

Adding RCD protection may involve more than changing a device

On a modern switchboard with adequate space and wiring in good condition, adding protection may be relatively straightforward. Older installations can require more investigation.

Before designing an upgrade, an electrician may need to check:

  • The condition and test results of the existing wiring

  • Whether circuits share neutral conductors

  • The main earthing and neutral arrangements

  • The condition and construction of the switchboard

  • How accurately the circuits are identified

  • Whether there is enough physical space for suitable devices

  • How the circuits should be divided to avoid one fault disconnecting too much of the home

Testing may uncover leakage or wiring arrangements that were tolerated by fuses but cause a modern RCD to trip. That does not mean the RCD is the problem. It can reveal an underlying issue that needs to be understood first.

Individual RCBO protection can often provide better separation between circuits, but the right solution depends on the installation rather than the appearance of the switchboard alone.

When is an assessment worthwhile?

It is sensible to have the electrical foundation assessed if your switchboard has rewireable fuses, has no visible test buttons, or contains a mixture of equipment from different periods.

It is also worth doing before a renovation or the addition of EV charging, induction cooking, heating, solar or other significant electrical demand. This creates an opportunity to consider Protection, Condition, Distribution, Capacity and Future Ready needs together.

A proper assessment should tell you which circuits are protected, which are not, whether the existing wiring can support modern protection, and whether the work can be staged or should form part of a wider switchboard modernisation.

The takeaway

A house without RCD protection is often the result of its age and electrical history. It does not automatically prove the installation is unlawful, but it does mean the home may be missing an important layer of modern protection.

The useful next step is not to assume that everything needs replacing. It is to establish what you have, test its condition and modernise it in the right order.
